Authorities are investigating after cell phone video emerged of a wrong way driver and a Massachusetts state police trooper not pulling the driver over.

Video provided to necn shows a driver going the wrong way into oncoming traffic on the Nahant Causeway Tuesday morning in Nahant.

Ricky Hart, the man who caught the ordeal on camera, says the driver was putting on makeup, texting and smoking while behind the wheel.

Video shows the car eventually getting on the right side of the road.

Hart says he couldn't believe what he was seeing when a trooper in a state police cruiser didn't pull the driver over.

Lisa Claussen-Adams, another witness, spoke with necn as well.

She said, "I pulled onto the causeway and I saw the car going the wrong way in oncoming traffic...I thought I was going to watch someone have a head on collision and I thought someone was going to die."

State police tell necn they're launching an internal investigation into the trooper's actions and a regular investigation into the wrong-way driver.

A formal complaint has not been filed.

State police are also using this incident as a chance to tell anyone witnessing a crime, including a wrong way driver, to immediately call 911 instead of videotaping it.

No other details were immediately available.
