3-Year-Old Drowns in Water on Top of Neighbor's Pool Cover in Woonsocket, Rhode Island

Authorities say a 3-year-old Rhode Island boy drowned in about 18 inches of water on top of a neighbor's covered pool.

The boy. who has been identified as Jasper Sengsavangvong of Woonsocket, was found Monday afternoon after disappearing from his Poplar Street home in Woonsocket. Police say he had been outside with his father, who was working on a car. He then wandered from the home into a neighbors yard and fell into the pool.

"The pool did have water in it. The officers pulled the child from the pool and immediately began CPR on the child," Det. Sgt. Matthew Ryan told WJAR-TV.

CPR efforts at the scene were unsuccessful, and the boy was later pronounced dead at an area hospital.

Police say that no foul play is suspected at this time.
