A man was arrested and charged Monday in connection to the death of a woman over the weekend in Manchester, New Hampshire.
Attorney General Gordon MacDonald announced that 34-year-old Justin Moura was charged with second-degree murder in the shooting death of 34-year-old Tanya Hall of Manchester.
An autopsy determined that Hall died from a gunshot wound to the back, and investigators say Moura "recklessly" caused Hall's death by firing the gun.
"I've never met anyone like her," said Jeremy Winslow, who says he had been dating Hall for about a year.
Winslow says they were out Saturday night at Club Manchvegas Bar and Grill to celebrate Hall’s success at work.
"She had planned a trip to go to Barbados in two weeks where I was going to propose to her," said Winslow.
He says they were inside the bar when an altercation spilled outside.

Winslow says they were driving away in his blue Jeep when Hall was shot in the back and killed.
"Her eyes were open and they were rolling back in her head," Winslow recalled.
Investigators were seen outside of the Granite Street bar on Sunday, and a blue Jeep was towed from the scene.
A post on Club Manchvegas' Facebook page reads there was "an incident in the parking lot across the street," emphasizing that the "incident did not happen in the establishment."
But Winslow says the bar needs to be held accountable for what happened.
"This place is a big concern," he said.
A request for comment from Club Manchvegas was not returned Monday night.
Officials aren't saying if the victim and suspect were known to each other or what the altercation was about.
Hall's family in Litchfield has asked for privacy.
Moura is expected to be arraigned Tuesday at Hillsborough Superior Court. It was not immediately clear if he had an attorney.
